Outbound and autodial campaigns dial lists of contact records. The list has an order. The campaign has a run state and a dialing mode. Uploading a CSV does neither of those.
The disposition topic says you reset list position and dispositions on the lists currently loaded in that campaign. A list sitting in the library and a list loaded in the campaign are not the same moment.
