Control Hub Foundations
The organization is the boundary. Control Hub is the console where users, roles, locations, services, and devices are made real. Every later room assumes this map.
01 · Executive summary
Five lines, then why it matters
- Control Hub is the single dashboard Cisco documents for managing users, permissions, calling, meetings, messaging, and devices. [cite:1]
- The first sign-in can start a setup wizard; accepting terms creates the organization, and the activation email address is the sign-in identity used to set the administrator password. [cite:1]
- People you add start with no administrative privileges. A full administrator assigns prebuilt roles, and can also assign roles to groups. [cite:2]
- Locations organize users and workspaces by a physical address and are also where calling is anchored. [cite:3] [cite:4]
- Service settings live under Services; organization-wide branding, support redirection, and single sign-on are organization settings. [cite:1] [cite:5]

03 · Concept deep-dive
The admin mental model
Cisco’s own overview calls Control Hub the central interface to manage the organization, users, services, and usage analytics, and says the first screen is an overview of services that are active or available. [cite:5] Treat that sentence as the product boundary: if a task is “change how Webex works for this customer,” the documented front door is this console, signed in at https://admin.webex.com when you are deleting or managing calling locations. [cite:4]
assets/images/T1-R01/hero.png · Studio draws the org as a building: floors are locations, badges are roles, rooms are workspaces.Objects you can point at
| Object | What the docs say it is | Where you touch it | Cite |
|---|---|---|---|
| Organization | Created after you accept terms. The activation email is also the sign-in used to set the administrator password. | First-time wizard, then Organization settings | [cite:1] |
| User | A person in the org. Status shows whether the account was activated. New users have no admin privileges. | Management → Users | [cite:5] [cite:2] |
| Role | The privilege level in Control Hub. Full administrators can assign one or more roles. | User summary → Administrator roles | [cite:2] |
| Location | Organizes users and workspaces by a physical location identified by an address. Calling and workspace management can share one location. | Documented calling path: Management → Location | [cite:3] [cite:4] |
| Workspace | A place such as a lunch room or lobby. You add a name, optional type and capacity, then devices and services. | Management → Workspaces | [cite:3] [cite:5] |
| Device | Assigned to a user or a workspace. Control Hub generates an activation code that is entered on the device. | Devices | [cite:1] [cite:6] |
| Service | Messaging, Meetings, or Webex Calling, when provisioned. Configure under Services → the service → Settings. | Services | [cite:1] |
Prebuilt organization roles worth memorizing
The role article lists why you assign each prebuilt role. This table is a study compression of that article, not a second source. Privileges that are easy to over-claim in an interview are called out in the notes column.
| Role | Documented intent | Do not invent beyond this |
|---|---|---|
| Full administrator | Access to every aspect of how the organization is run: users, licenses, policy templates, organization settings. [cite:2] | Cannot simultaneously hold location administrator. Cannot assign Advanced Troubleshooting Access to themselves. [cite:2] |
| Read-only administrator | View and monitor all areas. No organizational changes. [cite:2] | Cannot be combined with a custom role or location administrator. [cite:2] |
| Support administrator | Analytics, reports, troubleshooting tools, and organization support cases. [cite:2] | Not a full admin with a friendlier name. |
| User and device administrator | Add and manage users, set up devices, assign the location administrator role. Cannot assign other administrator roles. [cite:2] | The article states they can’t administer Webex Calling. [cite:2] |
| Device administrator | Register or deregister devices and phone numbers, activation codes, workspaces. [cite:2] | Same Calling limitation: can’t administer Webex Calling. [cite:2] |
| Compliance officer | User-generated content via Events API and eDiscovery; can override default retention for legal hold. [cite:2] | This is content access, not “read all admin settings.” |
| Security activity administrator | Helps full admins monitor organization-setting changes and troubleshoot Calling and meeting logs. Audit log access is marked for this role. [cite:2] | The matrix shows troubleshooting access, not user-create rights. |
| Location administrator | Delegated administration of certain services in locations. [cite:2] | Exclusive. It cannot be combined with other administrator roles, including custom roles. [cite:2] |

When someone says “the admin,” ask which role. Full administrator, user and device administrator, and location administrator are three different keys. The Calling limitation on device-centric roles is the one most often missed in design workshops. [cite:2]
Redirecting user support (Organization Settings → Help and support) sends users to your URLs and stops them opening TAC cases through Support Case Manager, the Webex Chat Assistant, or a phone call. The article says this does not apply to Webex organization administrators. [cite:1]
On first setup, the administrator from the partner organization becomes the full administrator and can create more administrators. If a partner is managing the org, delegated partner administrator access can also be present. Reviewing that access is a separate article from the role matrix. [cite:2] Partner Hub itself is named as the place for administrators who manage multiple customer organizations. [cite:2] Article 16gmxfb (July 30, 2026) names partner full administrator, partner administrator, partner read-only administrator, Help Desk administrator (Basic), and Help Desk administrator (Advanced). A partner full administrator can assign the first three. Provisioning administrator is implicit when a partner admin or partner full admin launches into a customer Control Hub. The article is that list, not a claim that no other role exists outside it. [cite:14]
04 · Ecosystem
Ecosystem and sister technologies
Control Hub is the console. The sisters around it are identity, sign-in, licensing, and analytics. This section names those neighbors before the flow section trusts a click-path. Peer-vendor names are orientation labels, not feature parity. The hub ecosystem map is the cross-track picture; it does not replace this section.
Glossary
- Control Hub
- The central interface Cisco documents for the organization, users, services, and usage analytics. Calling location tasks sign in at
https://admin.webex.com. [cite:5] [cite:4] - Webex identity
- The identity service the SSO guides configure. An IdP assertion has to land on a user Webex already knows. The SSO article’s contents name “Configure Webex Identity Service.” [cite:10]
- uid
- The SAML claim org SSO maps. You may map userPrincipalName, an email alias, or another attribute to
uid, and the IdP must match one of the user’s email addresses to thatuidat sign-in. [cite:10] - Partner SSO
- Service-provider SSO for customer orgs that partner manages. The IdP claim includes the
mailattribute rather thanuid. [cite:10] - Directory Connector
- The on-premises connector you download from Control Hub to provision Active Directory users into the org. It has a Windows and Active Directory requirements section. [cite:9]
- SCIM
- A REST API that keeps the user list in sync when someone is created, updated, or removed in the Entra application. No on-premises connector. [cite:11]
- SCIM tenant URL
- Commercial Webex uses
https://webexapis.com/identity/scim/OrgId/v2. Webex for Government useshttps://api-usgov.webex.com/identity/scim/OrgId/v2. [cite:11] - Entra ID Wizard
- The Control Hub wizard path that can synchronize groups, rooms, and avatars. SCIM 1.1 cannot. SCIM 2.0 can synchronize users and groups, and still not rooms or avatars. [cite:11]
- License
- What you administer to users from the Control Hub overview once a service is provisioned. SKU names for a given subscription stay in the licensing room. [cite:1]
- Analytics window
- A standard customer can access 3 months of analytics data. A Pro Pack customer can access 13 months. [cite:12]
- SP-initiated SSO
- The ADFS guide says not to test SSO from the IdP interface. It says Webex only supports service-provider-initiated flows, and the Control Hub SSO test is the test. [cite:13]
- Partner Hub
- The console named for administrators who manage multiple customer organizations. It is not the customer org’s Control Hub. [cite:2]

Sister-technology matrix
| Sister | What it is | Why it matters here | Config touchpoint | Typical failure | Cite |
|---|---|---|---|---|---|
| Webex identity | The account the SSO guides bind to an IdP. Org SSO maps an attribute to uid, and that value must match one of the user’s email addresses. | Roles and licenses hang off a person. A wrong claim means the right human never becomes the right user. | Control Hub SSO for services managed at admin.webex.com. Meetings Site Administration SSO is a different guide. | uid mapped to a value that is not one of the user’s emails. | [cite:10] |
| SSO (SAML) | Single sign-on between an IdP and Webex services managed in Control Hub. | Directory sync can suppress automatic invite email only after SSO is integrated. | Download Directory Connector and configure SSO from Control Hub. | Testing the integration from the IdP page. The ADFS guide says use the Control Hub SSO test; flows are SP-initiated. | [cite:9] [cite:10] [cite:13] |
| Directory Connector | On-premises sync from Active Directory. Requirements include Windows and Active Directory. | Bulk-creates the people this room’s role matrix will later authorize. | Control Hub: view users, assign licenses, download the connector, configure SSO. | New users still receive automatic invite mail because SSO is not in place, so the suppress-invites feature cannot run. | [cite:9] |
| SCIM 2.0 | Cloud provisioning from a custom Entra app. REST. No on-premises connector. Entra does not synchronize null values. | The cloud alternative to Directory Connector when the source of truth is Entra ID. | Tenant URL https://webexapis.com/identity/scim/OrgId/v2. Government: https://api-usgov.webex.com/identity/scim/OrgId/v2. | Expecting groups from a SCIM 1.1 app. Groups are No on SCIM 1.1, Yes on SCIM 2.0. | [cite:11] |
| Entra ID Wizard | Control Hub’s wizard for Entra synchronization, including choices for groups and avatars. | Rooms and avatars synchronize only through the wizard, not through SCIM 2.0. | Set up the Entra ID Wizard App in Control Hub. The SCIM article points at that guide. | SCIM 2.0 is healthy and rooms still never appear. That column is No for SCIM 2.0. | [cite:11] |
| Licensing | Entitlements you administer to users from the overview after Messaging, Meetings, or Calling is provisioned. | Service settings are missing when the service was never provisioned. The overview is the check. | Control Hub overview, then Services → the service → Settings. | Hunting Calling settings in an org whose overview does not show Calling. Read the subscription in Control Hub. The overview hides Calling when the org is not entitled, and the SKU string lives on the order. Read the subscription. | [cite:1] |
| Analytics | Control Hub charts of collaboration usage. History length follows the customer type. | A troubleshooting story that needs a year of charts is a licensing story if the org is standard. | Analytics in Control Hub. Pro Pack is the 13-month customer type. | Standard customer looking past 3 months. Pro Pack date picker: the article says that from 27 January 2026 the selectable range becomes 3 months at a time while 13 months of history remains. re-check — that date is past. | [cite:12] [cite:5] |
| Partner Hub | Where administrators who manage many customer organizations work. | Partner SSO is a different claim (mail, not uid) from org SSO. | Partner Hub, separate from the customer Control Hub session. | Mapping partner SSO as if it were org uid. The named Partner Hub customer-management roles are cited from 16gmxfb. [cite:14] | [cite:2] [cite:10] |
Integration map
One row is one edge. Webhook event names for user lifecycle are not in the articles read for this room.
| From | To | Mechanism | What moves | Cite |
|---|---|---|---|---|
| Active Directory | Directory Connector | On-premises connector. Windows and Active Directory requirements are in the deployment guide. | Users you later full-sync into the cloud. Dry run is a documented step before full sync. | [cite:9] |
| Directory Connector | Control Hub | Provision users from Active Directory into Control Hub. Download and SSO live in the same console. | User accounts. Automatic invite email can be suppressed only when SSO is integrated. | [cite:9] |
| IdP | Webex identity | SAML for Control Hub–managed services. Map an attribute to uid. | A value that must equal one of the user’s email addresses. | [cite:10] |
| Partner IdP | Partner SSO | Separate claim from org SSO. | mail, not uid, mapped to the attribute chosen in Partner Hub. | [cite:10] |
| Entra ID | SCIM endpoint | SCIM 2.0 REST. No on-premises connector. | Users and, on SCIM 2.0, groups. Not rooms or avatars. | [cite:11] |
| Entra ID Wizard | Control Hub | Wizard app, not the SCIM 1.1 gallery path. | Groups, rooms, and avatars (the only documented path for rooms and avatars). | [cite:11] |
| Full administrator | User | License administration from the Control Hub overview. | Service entitlement. Read the subscription in Control Hub for the SKU string. It changes with the order, which is why the overview article does not print it. | [cite:1] |
| Services | Analytics | Control Hub analytics charts. Standard customer: 3 months. Pro Pack: 13 months of history. | Usage history. Selectable Pro Pack range of 3 months at a time from 27 January 2026 is re-check. | [cite:12] |
| API client | /v1/locations | REST, referenced from the locations article. Schema page body was not re-read. | Location records. re-check the live schema. Read the event names on developer.webex.com when a user-lifecycle catalog is published. The live schema is marked re-check because event names change when Cisco adds one. | [cite:3] [cite:7] |
Cross-platform bridges
| Webex concept in this room | Legacy note | Peer label | Cite |
|---|---|---|---|
| Control Hub user, created in the org and given a role | On-prem CUCM end users and LDAP sync are the usual legacy pair. Compare the Control Hub user at Management → Users with the CUCM end user. Attribute names differ because Directory Connector and CUCM LDAP are separate syncs. | Microsoft Teams admin center, Amazon Connect console, Genesys admin: orientation labels only. No parity matrix is published on help.webex.com. Cisco’s documented calling migrations are Unified CM and BroadWorks/BroadCloud. [cite:15] [cite:16] | [cite:2] |
| Directory Connector or SCIM into Webex identity | CUCM LDAP directory sync is a different product. Do not copy a CUCM LDAP filter into Directory Connector without a cited mapping. Open the Directory Connector filter and the CUCM LDAP filter on the cluster that still syncs. The two filters use different syntax, which is why a copied string fails. | Entra ID is a cited SCIM source for Webex, which is not the same statement as “Teams Phone equals Control Hub.” | [cite:9] [cite:11] |
Org SSO uid versus Partner SSO mail | A federation service such as ADFS is a documented IdP for Webex, with SP-initiated test only. [cite:13] | Other IdPs are listed as separate guides from the SSO index. Do not assume the ADFS click-path is universal. Follow that identity provider’s own guide. | [cite:10] [cite:13] |
Future-integration hooks
Next identity depth is the planned room T1-R02. Licensing SKUs are T1-R03. Analytics screens are T1-R06. Those rooms do not exist yet. Nothing in this list is a promise of a Cisco feature.
- Government SCIM already has its own host in the SCIM article. Read the Government identity pages on help.webex.com for differences beyond the SCIM host. Those pages change with the government cloud, so this commercial room leaves them there.
- When a user-lifecycle webhook catalog is cited, add it as another edge. Read the event names on developer.webex.com. They change when Cisco adds an event.
- Re-read the analytics selectable-range sentence after any Control Hub analytics release. The 27 January 2026 change is already in the past relative to this draft.
- Role assignment propagation (up to 10 minutes) stays a Control Hub fact, cited in the trouble section, and will matter the first time SSO and a new admin collide. [cite:2]
Ecosystem troubleshooting

| Brand-new synced users get Webex invite email | Suppress-invites requires the SSO integration. SSO is not in place. | SSO status in Control Hub before the next full sync. | Integrate SSO, then use the suppress-invites feature the Directory Connector guide describes. | [cite:9] |
| SSO “works” on the IdP test page and fails for Webex | The ADFS guide forbids testing from the IdP. Only SP-initiated flows are supported there. | Did the test start at the IdP console? | Run the Control Hub SSO test. | [cite:13] |
| User exists in the IdP and is unknown to Webex | uid does not match one of the user’s email addresses. | Claim mapping: userPrincipalName or email alias versus the addresses on the Webex user. | Map uid to an attribute that equals one of those emails. Partner SSO is the exception: use mail, not uid. | [cite:10] |
| Groups never appear after Entra provisioning | SCIM 1.1 groups column is No. | Which sync method the table lists: SCIM 1.1, Wizard, or SCIM 2.0. | Use SCIM 2.0 for groups. Use the Entra ID Wizard if you also need rooms or avatars. | [cite:11] |
| Rooms or avatars missing, users are fine | SCIM 2.0 does not synchronize rooms or avatars. | Confirm you are not on the wizard path. | Synchronize rooms and avatars through the Entra ID Wizard. | [cite:11] |
| Analytics chart stops at about three months | Standard customer data window is 3 months. Pro Pack is 13. | Customer type, not the chart filter first. | Pro Pack is what the article ties to 13 months. If Pro Pack is present and a single date pick still cannot span 13 months, the January 2026 selectable-range sentence applies. re-check. | [cite:12] |
| A service’s settings page is not there | The service is not provisioned. Licenses are administered from the overview. | Overview of active services. | Provision the service, then Services → Settings. Do not invent a SKU. | [cite:1] [cite:5] |

09 · Recursive self-question
Ladder — do not skip to L4
L0What is Control Hub?
Cisco’s management console for one Webex organization: users, permissions, calling, meetings, messaging, and devices. [cite:1]
L1Why does it exist — what breaks without a single org console?
Services, identities, and devices would be administered as separate products. The overview exists so an admin sees which services are actually provisioned before configuring them. [cite:1] [cite:5]
L1aWhat breaks if only one person holds full administrator?
Cisco recommends more than one full administrator so the org stays operable. The partner’s administrator is the first full administrator and is expected to create more. [cite:2]
L2How does an admin action work end to end?
Sign in, change a user or location or device, and the org record is what later services read. Role grants can take up to 10 minutes. A device is not in the org until its activation code is used. [cite:2] [cite:1]
L2aWhere do licenses sit relative to users?
The Get Started article says the overview is where you view licenses across services and administer licenses to users. Organization-based and group-based license assignment are full-admin privileges in the role matrix. The SKU catalog is T1-R03. Read the strings on the subscription in Control Hub. They follow the order, and the role matrix only covers privileges. [cite:1] [cite:2]
L2bAre locations only a calling idea?
No. The locations article says you can use one location for both calling and workspaces, and that settings templates can apply to groups and locations. [cite:3]
L3What are the failure modes, and how do I prove which one?
Prove it from the user role page, the group membership, the location caution icon, and the Devices state — not from the symptom sentence. The matrix in this room is the checklist.
L3aHow do I prove a role conflict versus a delay?
If Save was moments ago, the 10-minute window is still open. If the user already holds location admin or read-only, combination rules explain a refused or ignored grant. [cite:2]
L3bHow do I prove Calling is “missing” because of role, not because the subscription lacks Calling?
Check the overview for whether Calling is provisioned [cite:1], then check whether the signed-in admin is a device administrator or user and device administrator, who can’t administer Webex Calling. [cite:2]
L4How does this admin model differ across Calling, WxCC, WxCCE, and Dedicated Instance?
Control Hub remains the org console. Webex Calling configuration is a service inside it, and device-centric admins are explicitly blocked from administering Calling. [cite:2] Contact Center adds a Contact Center Service Administrator role; a customer full administrator can administer contact-center features, while a customer read-only administrator cannot access the Webex Contact Center administrative interfaces. [cite:2] WxCCE and Dedicated Instance Open Calling → Dedicated Instance for the private UC apps, or the Enterprise admin console for WxCCE. That split is T4 and T5. The multi-tenant role matrix does not cover them because those apps have their own admin pages.
L4aWhat is different about external contact-center admins?
A partner full administrator can perform contact-center admin similar to a customer full admin, except they cannot add or revoke Contact Center Service Administrator from other external administrators. A read-only admin from a partner org can access contact-center admin interfaces in read-only mode; a customer read-only admin cannot access them at all. [cite:2]
L5If I redesigned Control Hub roles, what would I change, and what stops me?
I would want one location-scoped role that can also hold a narrow custom permission. The product constraint that stops me is explicit: location administrator cannot be combined with other roles, including custom roles. The supported escape hatch is a custom role that includes the needed view, not a stack of badges. [cite:2] [cite:8]
L5aWhat would I not automate?
Role assignment via the administrator CSV. The article says you can’t manage administrator roles through that CSV. [cite:2] Read developer.webex.com for which roles the API can assign. Coverage changes when Cisco adds a role, so check that page before any script is trusted.

Twelve checks
A brand-new user in the organization can do what in Control Hub?
- Read-only admin automatically
- Nothing administrative until a role is assigned
- Device admin automatically
- Full admin if they have a license
Reveal
B. Users you add have no administrative privileges at first. [cite:2]
Which combination does the role article forbid?
- Full admin plus support admin
- Location administrator plus any other administrator role
- Two full administrators in one org
- Device admin plus workspace management
Reveal
B. Location administrator is exclusive, including versus custom roles. More than one full admin is recommended. [cite:2]
A user-and-device administrator says Webex Calling settings are missing. The overview shows Calling is provisioned. What do you check before you open a TAC case?
Reveal
The role itself. User and device administrators and device administrators can’t administer Webex Calling. [cite:2]
After you save a new role, the article allows access to lag up to:
- 10 seconds
- 10 minutes
- 24 hours
- The next subscription renewal
Reveal
B. Up to 10 minutes. [cite:2]
You assign a role to a Webex group, then remove Jordan from that group. What happens to the admin rights that came only from the group?
Reveal
Jordan loses those permissions. Group membership is the grant. [cite:2]
Redirect user support, when enabled, does not apply to:
- Anyone with a Calling license
- Webex organization administrators
- Partner Hub
- Devices
Reveal
B. Organization administrators, as defined in the roles article. [cite:1]
On paper, draw one organization containing overview, users, locations, services, devices, and org settings. Place Partner Hub outside the box. Then check the map in this room.
A caution beside a calling location most directly means:
- The org has no full admin
- No telephone number is configured, so calls cannot be made or received
- SSO is off
- The device firmware is old
Reveal
B. [cite:4]
You need a person who can see almost everything but also export the admin audit log, and they must not be a full admin. Which documented direction do you take?
Reveal
Read-only cannot be combined with a custom role. Create a custom role that includes the access required, including the audit-log style permission if it is in the custom-role catalog. Confirm the permission exists in the UI. Security activity administrator is the prebuilt role tied to the admin actions audit log in the matrix. [cite:2] [cite:8]
The functional role “Webex Calling Detailed Call History API access” is:
- The recommended new assignment path
- Obsolete, still operational until December 31, 2026; use a custom role for new assignments
- Removed in 2020
- A location administrator alias
Reveal
B. [cite:2] re-check after that date.
A customer read-only administrator cannot open contact-center administration, but a partner read-only administrator can open it read-only. Is that a contradiction?
Reveal
No. The contact-center role table documents those two rows differently. [cite:2]
In one sentence: what is a workspace, and how is a device bound to the org?

13 · Interview
Oral-ready
1 · What is Control Hub?
30 seconds. It is the admin console for a Webex organization: people, roles, services, devices, and the overview of what is actually turned on. [cite:1]
2 minutes. Add the first-run story (wizard, terms, activation email becomes the admin sign-in), the object list (user, role, location, workspace, device, service), and the rule that new users are not admins. [cite:2] Offer to draw the map.
2 · How do you delegate without handing over the org?
30 seconds. Assign a narrower prebuilt role, or a custom role. Do not hand out full admin by habit. [cite:2]
2 minutes. Contrast support admin, device admin, and location admin. Mention the Calling blind spot and the non-combinable location role. Mention groups: up to 100 groups, 20 roles each, and removal from the group removes the grant. [cite:2]
3 · Where does calling configuration live?
30 seconds. Under the Calling service and on the location. A location without a number is flagged and cannot place or receive calls. [cite:4]
2 minutes. Separate “the service is provisioned” from “this admin is allowed to touch it.” Then point to T2-R02 for which PSTN option the location may pick. Do not invent PSTN detail in this answer.
4 · How is contact-center admin different?
30 seconds. There is a Contact Center Service Administrator role, and customer read-only admins do not get into contact-center administration. [cite:2]
2 minutes. Quote the partner exception: external full admins cannot grant that service-admin role to other external admins. Say WxCCE operations are a different track. [cite:2]
5 · What do you refuse to guess?
30 seconds. Maximum users, maximum locations, the live region matrix, and any SKU name not on the subscription.
2 minutes. Show the limits table. Explain why this room refuses an unstated cap, and the December 31, 2026 CDR-role deadline as a dated fact that needs a re-check. [cite:2]

- Open questions: live menu string “Location” versus “Locations”; which custom-role permission exactly matches the admin audit log. Partner Hub customer-management roles are cited from 16gmxfb and are not an open comparison.
- Read the user cap on the subscription in Control Hub, and read the data-center list on the residency articles T3-R01 cites. Assigned-location limits are 760wbi. Trial SKUs, per-device activation error strings, API coverage for role assignment, and WxCCE/DI operational ownership stay on those live pages because each one changes on its own.

The ecosystem mind map is already an inline SVG. - Ecosystem gaps: CUCM attribute crosswalk, per-IdP SSO click-path beyond ADFS, user-lifecycle webhook names, Webex for Government identity differences beyond the SCIM host, Calling SKU strings.
- Ideas for v1.0: clickable role matrix that highlights Calling and contact-center columns; a “menu label I actually saw” lab log.
- Next review date: 2026-12-15, and again immediately after 2026-12-31 for the CDR API role sunset.
