Number Porting & Cutover
A port moves a number from the losing carrier to the winning carrier. For Cisco Calling Plans, Control Hub is where the order, the letter of agency, and the day-of checks live. The date is not real until the losing carrier returns a firm order commitment. Port-out uses a different menu than port-in.
01 · Executive summary
Five lines, then why it matters
- Slamming is forbidden. Cisco does not change a telephony provider without written consent of the authorized account holder. [cite:1]
- Same-account numbers port together even across orders. Distinct account information means separate orders. Toll-free is a separate order from DID, and the guidelines say US or CA only. [cite:1]
- Ask for at least five business days, or two to three weeks for a larger port. The earliest request can be 1–35 business days. The latest is 30 days from submission. Activation is requested between 9 a.m. and 4 p.m. on business days and is not guaranteed until FOC. [cite:1]
- Wait at least 15 minutes after FOC, or 30 minutes for a project or complex port, before you call the port failed. Then check Control Hub, then open PTS. [cite:1]
- In the United States and Canada, porting a number ports Calling services. It does not port messaging. [cite:3]

The guidelines, quoted as a table
| Rule | What 01sijg prints | Cite |
|---|---|---|
| Definition | Number porting transfers existing numbers from the losing carrier to the winning carrier. Country processes differ. The page is general. | [cite:1] |
| License | One license means you can port only one number. Ports cannot exceed licenses purchased. | [cite:1] |
| Proof | Current bill or invoice, dated within 30 days, plus an LOA. Some LOAs are eLOAs autofilled in Control Hub. Others are completed, signed, and uploaded. | [cite:1] |
| Account grouping | Numbers on the same account port simultaneously, even across orders. Distinct account information goes on separate orders. | [cite:1] |
| Toll-free | Separate orders from DID. The guidelines say US or CA only. | [cite:1] |
| Pending order | A pending order on the account blocks more numbers. If the BTN ports, a non-ported number becomes the replacement BTN. | [cite:1] |
| Extra services | When the number ports, the original installation ceases, including broadband or alarms on that line. They may not come back. | [cite:1] |
Before FOC and after FOC
| When | What you may do | Risk the article names | Cite |
|---|---|---|---|
| Before FOC | Change or cancel in Control Hub. | The article says no risk of the numbers porting or of service impact. | [cite:1] |
| After FOC | You cannot modify the order in Control Hub. Open PTS. | 72 hours minimal, 48–72 low, 24–48 moderate, under 24 hours high. May vary by country. | [cite:1] |
| Snapback | Emergency restore back to the losing carrier. Open PTS immediately. | Window 1–48 hours depending on carrier and country. Includes slamming. | [cite:1] |
| Day of FOC | Numbers should already be assigned to users or features. Hardware ready. Activation is automatic. | Allow 15 minutes, or 30 for project or complex, before you declare failure. | [cite:1] |
Port out is a different screen
| Direction | Menu the article prints | Behavior | Cite |
|---|---|---|---|
| Port in, support case | Calling → PSTN → Orders, then Open a Cisco Calling Plans support case. If you have no order, the article says you can start Order New Numbers and stop once the link appears. The PSTN support mailbox named in the cited article is the alternate. | PTS is 24/5, aims to respond within 2 hours, best effort. Losing-provider support on the day is generally 9 a.m.–4 p.m. | [cite:1] |
| Port out | PSTN & Routing → PSTN Orders. Filter Order type Port out and status Pending. | Auto-accept after one business day. The number stays active until the gaining carrier finishes. Then it is deleted. If assigned, the article says it is unassigned and then deleted. Reject moves to Reject Pending, then Rejected. | [cite:2] |
| Location main number ports out | Same port-out article. | Assign a new main number to avoid calling disruption. | [cite:2] |
| Plan cancelled | Service cancellation section. | You must port out to keep the numbers. Unported numbers are released after a reasonable period. Cisco cannot guarantee availability after release. The article does not print a day count. | [cite:1] |

- Firm order commitment. The losing carrier’s date and time. Requested dates are not confirmed until FOC. [cite:1]
- LOA
- Letter of agency authorizing Cisco to act for the customer. Some countries use an eLOA filled in Control Hub. [cite:1]
- BTN
- Billing telephone number. If it ports, a non-ported number is designated as the replacement. [cite:1]
- Snapback
- Emergency restore of a number to the losing carrier, inside a 1–48 hour window. [cite:1]
- PTS
- Cisco PSTN Technical Support for Calling Plan number orders, porting, and related questions. [cite:1]

Paths you can cite
- Enable the Cisco Calling Plan on the location before a port-in. [cite:3]
- Create the draft in Control Hub. Upload a bill from the last 30 days. Sign the LOA, or use the eLOA when the country uses one. [cite:1]
- Review every number. After submit, numbers cannot be added or changed. Toll-free is its own order. [cite:1]
- Assign the numbers to users or features before the FOC time. Leave them inactive until activation completes. [cite:1]
- On the day, wait 15 minutes, or 30 for project or complex. If they still fail, check orders and number status, then open PTS from Calling → PSTN → Orders. [cite:1]
- To port out, open PSTN & Routing → PSTN Orders. Accept, or reject with a reason. If you do nothing, the request is accepted after one business day. [cite:2]

| Symptom | Likely cause | Evidence | Fix | Cite |
|---|---|---|---|---|
| The second number on a one-license subscription is rejected | Ports cannot exceed licenses. | License count versus the order. | Buy the license or drop the number. | [cite:1] |
| Account number mismatch | The field does not match the CSR. For some carriers the account number is the BTN. | Get Started rejection table. | Update the account number and resubmit. | [cite:3] |
| A second order on the same account is rejected | A pending order blocks more numbers. | Guidelines pending-order bullet. | Finish or clear the pending order first. | [cite:1] |
| BTN rejection after an inactive-number rejection | Losing carriers decline one reason at a time. | Rejection section. | Clear with the losing carrier, update Control Hub, resubmit. Rejections can reset the SLA. | [cite:1] |
| Reseller invoice fields still fail | The underlying carrier record is the one that must match. | Resellers section. | Ask the reseller for the carrier’s data. | [cite:1] |
| Control Hub will not edit the date | FOC has already been received. | Order status. | Open PTS. Changing a confirmed date is discouraged. | [cite:1] |
| Numbers are silent 10 minutes after FOC | The wait is 15 minutes, or 30 for project or complex. | Clock versus order type. | Wait, then check configuration, then PTS. | [cite:1] |
| A number ported without consent | Slamming. | No LOA from the authorized holder. | Open PTS immediately for snapback. | [cite:1] |

09 · Self-question ladder
Twelve rungs
L0What is a port?
A transfer from the losing carrier to the winning carrier. [cite:1]
L1What two documents prove you may port?
A bill from the last 30 days and an LOA or eLOA. [cite:1]
L1How many numbers does one license allow?
One. The port count cannot exceed purchased licenses. [cite:1]
L2When is the requested date real?
When the losing carrier returns an FOC. Until then it is a request. [cite:1]
L2What happens to numbers on the same account?
They port together, even if they were typed on different orders. [cite:1]
L3How do you prove you can still edit the order?
FOC has not arrived. After FOC, Control Hub edits stop and PTS is the path. [cite:1]
L3What evidence shows a port-out was ignored?
One business day passed on PSTN & Routing → PSTN Orders. The article says the request is then accepted automatically. [cite:2]
L4Why are there two menus?
Port-in support is Calling → PSTN → Orders. Port-out processing is PSTN & Routing → PSTN Orders. The articles print both. Do not collapse them. [cite:1] [cite:2]
L4What does a US port not move?
Messaging. Get Started says only Calling services port in the United States and Canada. [cite:3]
L5Which order-type cell will you not “fix”?
Complex is headed “Any of the following” and starts with “> 1 TN,” while Standard is 1–50 TNs. Quote both. Do not invent precedence. [cite:1]
L5What day count will you not invent?
How long “a reasonable period” is before unported numbers are released after Calling Plan cancellation. [cite:1]
L3When may you cancel the losing carrier?
After the port completes and you have verified it. [cite:1]
10 · Lab
A paper lab. Do not submit a port against a number you do not own.
11 · Quiz
Twelve questions
Who is the losing carrier?
Answer
The current PSTN provider. The winning carrier receives the number. [cite:1]
How many numbers can one license port?
Answer
One. Ports cannot exceed licenses purchased. [cite:1]
How recent must the bill be?
Answer
Within the last 30 days. [cite:1]
Two orders list numbers from the same losing-carrier account. What must happen?
Answer
Those numbers port simultaneously. [cite:1]
Where do toll-free numbers sit relative to DID orders?
Answer
On a separate order. The guidelines say US or CA only. [cite:1]
When is a requested port time confirmed?
Answer
When FOC arrives. The request window is 9 a.m.–4 p.m. on business days and is not a guarantee. [cite:1]
You need to move the date 10 hours after FOC. What is the risk band, and where do you go?
Answer
Under 24 hours is high risk. You cannot edit it in Control Hub. Open PTS. Bands may vary by country. [cite:1]
How long do you wait before declaring a project port failed?
Answer
30 minutes. A non-project port is 15 minutes. [cite:1]
What is the port-out menu?
Answer
PSTN & Routing → PSTN Orders. Auto-accept is one business day. [cite:2]
What does a United States port move?
Answer
Calling services. Not messaging. [cite:3]
Name the Complex column header and its first cell. Do not reconcile it with Standard.
Answer
Header: Any of the following. First cell: > 1 TN. Standard remains 1–50 TNs. [cite:1]
The Calling Plan is cancelled and nobody ports the numbers. What does Cisco guarantee?
Answer
Nothing about availability after release. Release is after a reasonable period. No day count is printed. [cite:1]

13 · Interview
Oral answers
30 seconds. Porting moves a number from the losing carrier to the winning carrier. Cisco will not do it without the authorized holder’s written consent. You need a bill from the last 30 days and an LOA. The date you type is a request until the losing carrier sends an FOC.
2 minutes. One license ports one number. Numbers on the same account move together. Toll-free is a separate order, and the guidelines limit that sentence to the US or Canada. Keep the old service up until you have verified the port. Before FOC you can still change the order in Control Hub. After FOC you open PSTN technical support, and the risk bands run from 72 hours down to under 24 hours. Snapback is an emergency restore inside 1 to 48 hours. On the day, wait 15 minutes, or 30 if the order is project or complex.
30 seconds, menus. A port-in support case starts at Calling, PSTN, Orders. A port-out is under PSTN and Routing, PSTN Orders, and it auto-accepts after one business day. If the location main number leaves, assign a new one.
2 minutes, what else moves. In the United States and Canada the port moves Calling, not messaging. Broadband or an alarm on that line can cease with the installation. A reseller bill is not enough if an underlying carrier owns the number. When the Calling Plan itself is cancelled, you port out to keep the numbers. Cisco does not promise you can get a released number back, and it does not print how many days “reasonable” is.
What you will not say. You will not merge the Complex column with Standard. You will not invent a Cisco Calling Plan country list. You will not treat Get Started’s “two business days” as a replacement for the guidelines’ 1–35 day range.
