Licensing
A license error and a route error look different. Check which one you have before you touch a dial-peer.
Unified CM
Release 15 uses Cisco Smart Licensing. The port chapter says the Smart Licensing service sends usage to Cisco Smart Software Manager on 443/HTTPS. Transport details for a specific SU belong in that SU's release notes. This page does not pick Call Home or Smart Transport for you.
Webex Calling
Subscriptions are assigned to people and workspaces in Control Hub. A user without a calling license is not a SIP failure. Read the current subscription names in Control Hub help rather than a mnemonic from an older tenant.
Teams Phone
Teams Phone is a license plus a PSTN choice: Calling Plan, Operator Connect, or Direct Routing. The choice decides whether an SBC is on the path. The Florida Crystals deployment, linked on the integrations page, used Direct Routing and later Operator Connect. Those are not interchangeable troubleshooting targets.
