This is the rare price-shaped sentence this lab can repeat, and it is narrow. It is a minimum commitment for WhatsApp access on the Plivo page, in two data regions, as read in October 2026. It is not a per-message rate. It is not a voice rate. The page says the commitment is across Plivo products, excluding pass-through fees such as carrier surcharges, and that if usage is lower, the commitment is the minimum bill.
