A person who places or receives PSTN calls needs Teams and Teams Phone, unless a bundle already includes that capability.Confirm the bundle on the licensing page, because names move.A Calling Plan, Operator Connect, Teams Phone Mobile, or Direct Routing is the connectivity choice on top.
Microsoft 365 E5 has historically included the phone-system capability and still requires a separate Calling Plan when Microsoft is the carrier.Do not promise PSTN from memory of a bundle.
Assign Teams Phone, then a connectivity option.A Calling Plan is extra even when the phone system came with a suite.
A site map for The license stack. LBR is toll-bypass control, not emergency location by itself.Required layers for a PSTN user. Not a price. Counts in this drawing are teaching order, not customers.
The license capability that lets a user use Teams as a phone system. It is not, by itself, a PSTN carrier. People say Phone System, Calling Plan, and Teams Premium as if they were one SKU. Source: https://learn.microsoft.com/en-us/microsoftteams/teams-phone-licensing accessed 2026-10-14.
A colleague reports: Outbound PSTN fails because only Teams, not Teams Phone, is assigned. Where do you start?

Which description of Calling Plan is accurate?
A Microsoft-operated PSTN option. Domestic, international, and pay-as-you-go are the usual flavors. It is an extra license on top of Teams Phone. E5 may include the phone-system capability and still not include a Calling Plan. Source: https://learn.microsoft.com/en-us/microsoftteams/calling-plans-for-office-365 accessed 2026-10-14.
Teams Phone The license capability that lets a user use Teams as a phone system. It is not, by itself, a PSTN carrier. Config: Assign Teams Phone, then add a connectivity option. Fault: Outbound PSTN fails because only Teams, not Teams Phone, is assigned.
Calling Plan A Microsoft-operated PSTN option. Domestic, international, and pay-as-you-go are the usual flavors. It is an extra license on top of Teams Phone. Config: Buy the plan only where Microsoft sells it, and assign it to the user. Fault: A user in an unsupported country is given a Calling Plan SKU that cannot be used.
Audio Conferencing The license that provides dial-in numbers for meetings. It is not Teams Phone. Config: Assign it to people who must publish a dial-in number. Fault: Conference dial-out hits the SBC and the carrier bill surprises finance.
Teams Premium An add-on for advanced meetings and related features. It does not replace Teams Phone or a Calling Plan. Config: Buy it only for the meeting features you actually need. Fault: A design removes Calling Plans because Premium was purchased.

Config and troubleshooting
Outbound fails and the user has Teams only.
Cross-platform bridges
CUCM
Cisco CUBE is one of the SBC families named in this lab’s certification lesson. A certified release can be the Direct Routing SBC between Unified CM and Teams.
The tenant still needs a verified domain on the SBC FQDN, and the user still needs Teams Phone. The studio translator does not open a live AXL session. Confirm the current certified release before you build.
Webex
Teams Phone and Webex Calling are separate clouds. This lab does not describe a feature that registers a Webex Calling user into a Teams tenant.
A number move is usually a carrier port, a certified SBC, or a meetings interop product. Confirm before relying.
UCCE
Unified CCE stays the ACD until you migrate it. Microsoft’s contact-center articles name Connect, Extend, and Unify. They do not name a UCCE connector in the notes this lab cites.
